Sort of. Use about 1/3 the amount - dried is more concentrated. For cooking into dishes, it works great. For fresh garnish on top of pasta or caprese salad, dried won't work - you need fresh for that. Different applications, both have their place.
General rule: 1 teaspoon dried = 1 tablespoon (3 teaspoons) fresh. So if a recipe calls for 3 tablespoons fresh, use 1 tablespoon dried. Start with less and adjust to taste.
Beginning or middle. Dried herbs need time to rehydrate and release flavor. Adding at the end won't give you much - the oils need heat to bloom. Fresh basil goes at the end, dried goes earlier.
It's old or was stored badly. Dried herbs lose their essential oils over time, especially if exposed to heat, light, or air. If it doesn't smell like anything, it won't taste like anything either. Time to replace it.
